A journeyman plumber and a master plumber are two different licences, and what each one legally allows is decided by your state's plumbing board — no federal source defines either tier.
In the states that license both, the master licence is the senior tier: it is the one that can pull permits and qualify a plumbing business in the states that say so, and it sits at the top of the supervision chain.
Here is how the two licences compare.
Supervision: who answers for the work on site
No federal agency defines what a journeyman or master plumber may do.
Our research found no federal source for journeyman or master definitions, experience hours, supervision rules or permit rules — they are written by each state's plumbing board, and in some places by cities and counties.
So every difference below is a pattern with named state examples, not a national rule.
The sharpest supervision difference is Montana's: a licensed journeyman plumber there may work only in the employment of a licensed master plumber, unless a board rule permits otherwise.
The master is not just a senior coworker — the journeyman licence is valid inside a master's employment.
Below both tiers sit apprentices, and the boards define exactly what supervision means.
Alabama apprentice plumbers must work under the direct supervision of a journeyman or master.
Texas defines direct supervision for its Plumber's Apprentices as a TSBPE licensee being on the job site at all times.
North Dakota caps crews at five apprentices per supervising master or journeyman on a project, requires direct supervision for first- to third-year apprentices, and lets an apprentice working for a master plumber work alone in the fourth year, after 5,700 hours.
Note what those rules say about journeymen: in Alabama and North Dakota, a journeyman is already a supervising licensee.
Moving up to master does not create the right to supervise — it puts you at the top of the chain, with the employment, permit and business powers a state reserves for its senior tier.

Your board writes these rules
Permits: who can pull them
Permit rules are one of the items each board defines, and the states do not agree.
Montana draws the line at the tier: only a licensed master plumber may pull plumbing permits there — a journeyman cannot.
Wisconsin controls the other side of the same power: a master plumber may not lend a licence to another person or business to pull permits.
The permit authority belongs to the named master, not to whoever is holding the paperwork.
Other boards draw the line elsewhere.
Our research covers named examples rather than a national pattern, so treat permit authority as a question for your state board — or the city, where permits are local — before you bid work that needs one.
Owning or qualifying a plumbing business
This is where the two licences differ most on paper.
In Georgia, Maine, Kentucky, Delaware, Montana, Wisconsin, Texas, Louisiana, New Jersey, North Dakota, Connecticut and Rhode Island, the individual master (or equivalent) plumber licence is what lets a business contract — those states have no separate state plumbing-contractor licence.
The same holds in New York City and in Nebraska's city master licences.
Texas shows the mechanism: a business that advertises or offers plumbing must secure the services of a Responsible Master Plumber.
Virginia reaches the same result through its contractor licences — a plumbing contractor there must name a qualified individual holding a Master plumber tradesman licence.
The journeyman tier does not carry this authority where boards have said so.
Montana lets a non-plumber own a plumbing business, but a master plumber licence is required to obtain permits, and a journeyman licence does not authorise running or advertising a plumbing business.
Wisconsin draws the line at advertising: a business may call itself a "plumbing contractor" or "plumber" only if it is or employs a licensed master plumber.
The qualifier's job title also changes by state.
Texas and Colorado say "Responsible Master Plumber", Montana and Massachusetts say "master plumber of record", Virginia says "Qualified Individual", and Alabama's plumbing board says "Principal Master".
Liability: who carries the financial responsibility
Licences do not just grant powers — where states set financial rules, the obligations land on the senior tier and the business it qualifies.
Texas's Responsible Master Plumber designation requires a current Master Plumber licence, good standing with the Texas State Board of Plumbing Examiners, and proof of at least $300,000 in commercial liability insurance.
Maryland requires its master plumbers to carry at least $400,000 per occurrence — $300,000 general liability plus $100,000 property damage — naming the Maryland State Board of Plumbing on the policy.
The pattern repeats at the business level.
Kentucky plumbing businesses operate under an active master plumber licence and must carry at least $250,000 in general liability insurance.
New York City requires Master Plumber businesses to carry general liability coverage of at least $1,000,000 per occurrence.
The boards also police who answers for the licence.
Montana prohibits a master plumber from letting their licence be used by any other person or business to obtain permits or do plumbing work, and Wisconsin bars the same licence-lending for permits.
That is the liability side of moving up: the master tier can qualify a business because the master — not just the licence — is the person the board holds to those rules.
Time between the two licenses
There is no national waiting period between the tiers — the experience each one requires is a board rule.
Virginia sets a true gap: a master tradesman candidate must have held a journeyman licence in the trade for at least 1 year, or a residential tradesman licence for 3 years, or have 9 years of practical experience.
Colorado instead publishes total experience per level, not a required wait after licensing: Residential Plumber 2 years (3,400 hours), Journeyworker Plumber 4 years (6,800 hours), Master Plumber 5 years (8,500 hours), with one month of full-time work counted as 163 hours.

Short answer: journeyman vs master plumber
Where a state licenses both, the journeyman licence is the worker tier and the master licence is the authority tier.
The journeyman licence covers doing the trade — including, in states like Alabama and North Dakota, supervising apprentices on site.
The master licence adds what the state reserves for its senior tier: in the states named above, pulling permits, qualifying and advertising a plumbing business, and the board-facing insurance and accountability that come with those powers.
The tiers themselves are state choices.
As of September 2026, 24 states run the classic apprentice → journeyman → master ladder statewide.
Four states — Alaska, New Mexico, Oregon and Washington — license journeyman-level plumbers with no state master licence, and Delaware, Illinois, New Jersey and North Carolina have no journeyman rung at all.
So the honest short answer to "which licence can do more" is: the master tier, wherever a state issues one — and whether it exists at all is the first thing to check with your board.

Experience and exam requirements compared
The tiers are separated by documented experience, and the boards audit it.
Colorado's ladder is the clearest published example: 2 years (3,400 hours) for Residential Plumber, 4 years (6,800 hours) for Journeyworker, 5 years (8,500 hours) for Master.
Louisiana's journeyman exam requires 7,000 hours of plumbing work for indentured apprentices, or 8,000 hours for unindentured apprentices, performed under the direct supervision of a licensed journeyman or master.
Exams differ by tier too.
Texas delivers its written plumbing exams through Pearson VUE, and journeyman and tradesman candidates coming from apprenticeship — plus medical gas candidates — must also pass a hands-on practical at a TSBPE exam centre in Austin or Waco.
Hands-on or practical components were also found in Kentucky, Louisiana, Michigan, New Jersey (on the master exam), New Mexico and Utah, plus Montana's diagram-based practical and local practicals in New York City and Omaha.

Pay difference between journeyman and master plumber
There is no official pay difference to cite, because the federal wage data does not separate the tiers.
The Bureau of Labor Statistics groups Plumbers, Pipefitters, and Steamfitters into one occupation, SOC 47-2152, whose example titles include both Plumber and Master Plumber — there is no separate BLS wage or outlook for journeymen versus masters.
The combined national median was $30.67 an hour, or $63,800 a year, in May 2025.
What the master licence changes is legal authority, not a published wage: no verified statistic puts a number on a journeyman-to-master premium, and we will not invent one.

Other titles: tradesman, residential, contractor
The same tiers travel under different names, which is why comparison searches get confusing.
- Tradesman. Virginia's plumbing levels are residential tradesman, journeyman and master, so a Virginia "tradesman" is a tier family, not a separate trade. Texas names its entry licence Tradesman Plumber-Limited — one of its four licences, alongside Journeyman Plumber, Master Plumber and Plumbing Inspector. It requires Plumber's Apprentice registration, 4,000 hours of plumbing experience and a TSBPE-approved 24-hour course, and it is limited to one- and two-family dwellings under a Responsible Master Plumber.
- Journeyworker and residential. Colorado's mid tier is the Journeyworker Plumber, and its entry tier is the Residential Plumber — different words for the same idea: a mid-level and an entry licence on the way to master.
- "Licensed plumber." In states without a journeyman rung, the labels vary, so check what the top individual licence is actually called. Illinois' licensing runs from licensed apprentice to licensed plumber — no journeyman or master rung. Delaware issues a master-only licence, New Jersey licenses masters while journeymen only register, and North Carolina uses technician and contractor classes. That is why "master plumber vs licensed plumber" has no single answer.
- Contractor. Where a state issues a separate plumbing-contractor licence, it belongs to the business layer — it is not a third worker tier between journeyman and master.
