Plumbing Apprenticeships in Kentucky: Programs, Requirements and How to Apply

Founder, HVACHires
Last verified September 2026

Kentucky apprenticeship registration is a state function: Kentucky is a State Apprenticeship Agency state, and the Education and Labor Cabinet's Department of Workforce Development registers apprentices in cooperation with the U.S. Department of Labor.

For plumbing, the union local our research confirmed is UA Local 502 in Louisville, which offers five-year apprenticeship programs.

Apprentice experience counts on the license side too: a Kentucky journeyman plumber needs 2 consecutive years as an apprentice plumber (or 1 year plus a department-approved course).

Whether plumbing apprentices must also register with DHBC is not established in our research.

Verify before you rely on this

Licensing rules change by statute, board rule and local ordinance, and this page is career information, not legal advice. Confirm every requirement with the licensing board (or, where licensing is local, the city or county) before you apply, schedule an exam, count hours or bid a job. In Kentucky, that is the Kentucky Department of Housing, Buildings and Construction (DHBC), Division of Plumbing.

At a glance

Apprenticeship agency

Kentucky is a State Apprenticeship Agency (SAA) state: the Education and Labor Cabinet's Department of Workforce Development registers apprentices in cooperation with the U.S. Department of Labor.

Apprentice registration

Not established in our research whether plumbing apprentices must register with DHBC — ask the department.

The licenses Kentucky requires to work at the trade are the journeyman and master plumber licenses.

Union programs

UA Local 502 (Plumbers, Pipefitters & Service Technicians, Louisville) offers five-year apprenticeship programs; our research did not confirm any other Kentucky union sponsor.

Merit-shop programs

ABC and PHCC are the national associations to check, but our research did not confirm which Kentucky chapters or contractors run registered plumbing apprenticeships.

Hours toward a license

The journeyman experience requirement is counted in years: 2 consecutive years as an apprentice plumber, or 1 year plus a department-approved course.

Passing the journeyman exam takes at least 75% on each portion.

Where to start

Contact UA Local 502 if you are near Louisville; elsewhere, ask merit-shop chapters and plumbing contractors whether they sponsor a registered program, and ask DHBC's Division of Plumbing how apprentice registration applies to you.

The Kentucky plumbing license ladder

  1. Journeyman PlumberJourneyman

The license the apprentice path feeds into: 2 consecutive years as an apprentice plumber (or 1 year plus a department-approved course) and at least 75% on each portion of the journeyman exam, in a state where no one may work at the trade of plumbing without an active journeyman or master plumber license.

  2. Master PlumberMaster

The rung above journeyman: 2 years as a licensed journeyman within the past 5 years — or equivalent out-of-state licensing or experience, or a Kentucky engineer license — and at least 80% on each portion of the master exam.

Who offers plumbing apprenticeships in Kentucky?

Kentucky apprenticeship registration is a state function: Kentucky is a State Apprenticeship Agency (SAA) state, and the Education and Labor Cabinet's Department of Workforce Development registers apprentices in cooperation with the U.S. Department of Labor.

Federally, a program is registered either by DOL's Office of Apprenticeship or, where a state has one, by a recognized State Apprenticeship Agency acting for DOL.

The union local our research confirmed in Kentucky is UA Local 502 in Louisville, covered below.

The licensing side sits with a different body — DHBC's Division of Plumbing licenses plumbers — and whether plumbing apprentices must also register with DHBC is its own open question, taken up below.

Whichever registered program you apply to, the federal floor is the same: an apprenticeable occupation must require at least 2,000 hours of on-the-job learning, and program terms may be time-based, competency-based or a hybrid.

Do Kentucky apprentices need to register or hold a license?

Kentucky licenses plumbing statewide through the Department of Housing, Buildings and Construction (DHBC), Division of Plumbing, and the statute is direct: no person may engage in plumbing, or engage in or work at the trade of plumbing, without an active master or journeyman plumber license.

The apprentice stage is the experience route to the journeyman license — a journeyman applicant needs 2 consecutive years of experience as an apprentice plumber (or 1 year plus a department-approved course) and passes the journeyman exam with at least 75% on each portion.

What our research could not confirm is the paperwork on the apprentice side: whether Kentucky plumbing apprentices must register with DHBC was not established in the sources we read — the state's apprentice regulation, 815 KAR 20, was not fully read — so ask DHBC's Division of Plumbing what authorization applies to apprentices before you start.

Separately, finishing a registered apprenticeship earns a completion certificate from the registration agency — for state-registered programs in Kentucky, the Education and Labor Cabinet's Department of Workforce Development — and that certificate is a credential, not a plumbing license.

Which union programs and locals run plumbing apprenticeships in Kentucky?

The union sponsor our research confirmed is UA Local 502 — the United Association's Plumbers, Pipefitters & Service Technicians local in Louisville — which offers five-year apprenticeship programs, with details at lu502.com.

The UA describes its apprenticeships as registered with DOL, typically five years long, and covering plumbing, pipefitting, HVACR, welding and fire protection.

That national description does not by itself confirm which trades Local 502 is currently taking apprentices for, or how its Louisville intake works — application windows and entry requirements change — so contact the local and ask what its program covers this year.

Our research confirmed Local 502 but no other Kentucky union sponsor, so if you are outside the Louisville area, start from the UA's site, ua.org, find the local that serves your region and ask it directly.

What merit-shop and employer programs can Kentucky apprentices use?

On the merit-shop side, our research confirmed the national associations but not any Kentucky chapter's program.

Associated Builders and Contractors (ABC) describes itself as founded on the merit shop philosophy and reports more than 24,000 members.

PHCC — the Plumbing-Heating-Cooling Contractors Association — offers apprenticeship content through an online learning academy.

What we did not confirm is the Kentucky layer: which ABC or PHCC chapters in Kentucky sponsor registered plumbing apprenticeships, or which Kentucky plumbing contractors run registered programs of their own.

The test for any employer program is registration: ask whether the program is registered and who registers it — in Kentucky the state apprenticeship agency is the Education and Labor Cabinet's Department of Workforce Development.

Where do Kentucky plumbing apprentices get related classroom instruction?

The classroom side of a registered apprenticeship is related technical instruction.

DOL recommends — but does not require — a minimum of 144 hours of related technical instruction for each year of apprenticeship, and your program's standards set what it actually asks of you.

Our research did not confirm which Kentucky community colleges, trade schools or union training centers deliver plumbing related instruction, so ask each sponsor where its apprentices take classroom hours and how those hours are documented.

Kentucky law gives coursework a defined payoff on the license side: a journeyman applicant can qualify on 1 year plus a department-approved course in place of 2 consecutive years as an apprentice plumber.

Ask DHBC's Division of Plumbing — the department that licenses Kentucky plumbers — which courses it approves.

How do you apply for a plumbing apprenticeship in Kentucky?

Start with UA Local 502 in Louisville (lu502.com) — the sponsor our research confirmed — and ask merit-shop chapters and larger plumbing contractors what they currently offer.

Federally, a registered apprentice must be at least 16 years old unless a higher minimum age is set by law; there is no federal maximum age, and registered programs may not discriminate against applicants aged 40 or older.

In a registered program, expect a probationary period no longer than 25% of the program length or 1 year, whichever is shorter, and a progressively increasing wage schedule tied to the skill you acquire — the federal rules set no percentage steps, so ask each sponsor for its written wage schedule.

Because our research could not confirm whether Kentucky plumbing apprentices must register with DHBC, ask DHBC's Division of Plumbing directly what applies to you, and confirm any program's registration with the Education and Labor Cabinet's Department of Workforce Development.

Our guide to how to get a plumbing apprenticeship walks through the application itself step by step.

Frequently Asked Questions

Do you need a license to be a plumbing apprentice in Kentucky?

Kentucky licenses the trade statewide — no one may work at the trade of plumbing without an active journeyman or master plumber license — but the sources we read do not say whether an apprentice needs a separate registration before or while training: whether plumbing apprentices must register with DHBC was not confirmed in our research, and the state's apprentice regulation, 815 KAR 20, was not fully read.

Ask DHBC's Division of Plumbing what authorization applies to apprentices before you start work.

How long is a plumbing apprenticeship in Kentucky?

Each program's standards set its term.

The confirmed Kentucky example, UA Local 502 in Louisville, offers five-year apprenticeship programs, and the UA describes its registered apprenticeships as typically five years long.

Federally, an apprenticeable occupation must require at least 2,000 hours of on-the-job learning, and terms may be time-based, competency-based or a hybrid.

The license-side experience total is fixed by the state: 2 consecutive years as an apprentice plumber, or 1 year plus a department-approved course.

Does a plumbing apprenticeship count toward a Kentucky plumbing license?

Yes — apprentice experience is what the journeyman experience requirement counts: a journeyman plumber applicant needs 2 consecutive years of experience as an apprentice plumber, or 1 year plus a department-approved course, and must pass the journeyman exam with at least 75% on each portion, including a practical section where the applicant supplies the materials.

Above it sits the master plumber license: 2 years as a licensed journeyman within the past 5 years — or equivalent out-of-state licensing or experience, or a Kentucky engineer license — and at least 80% on each portion of the master exam.

Are there plumbing apprenticeships in Louisville or Lexington, KY?

In Louisville, our research confirmed UA Local 502 — the Plumbers, Pipefitters & Service Technicians local — which offers five-year apprenticeship programs.

For Lexington and the rest of the state, our research did not confirm which sponsors serve those areas, so we cannot name a program: start from the United Association's site (ua.org) to find the local serving your region, and ask merit-shop chapters (ABC, PHCC) and larger plumbing contractors whether they sponsor registered programs.

How much do plumbing apprentices get paid in Kentucky?

Each registered program sets its own pay: federal rules require a progressively increasing schedule of wages tied to the skill acquired, with no federally set percentage steps.

Our research did not collect Kentucky sponsors' wage schedules, so compare offers directly and ask each sponsor for its written wage schedule before you sign.

Our plumbing apprentice pay guide explains how apprentice rates work.
