On the confirmed list, Colorado registers the individual fitter, Texas licenses the fire sprinkler company and its responsible managing employee, and the rest splits between individual licences — New Mexico, Rhode Island, Massachusetts — and contractor-level rules in North Carolina and Nevada.

Certification is a separate layer — NICET's water-based systems credentials and the UA STAR sprinkler fitter exam — which state rules can turn into a requirement.

Which states license sprinkler fitters?

Sprinkler fitter licensing is decided state by state, and the rules our research confirmed take three different shapes: four of the confirmed states register or license the individual fitter, Texas licenses the fire sprinkler company and its responsible managing employee, and two more write their rules at the contractor level.

Texas: the firm and its responsible manager.

TDI's State Fire Marshal's Office requires a company that plans, sells, installs, maintains, certifies or services fire protection sprinkler systems to hold a Sprinkler Certificate of Registration (SCR).

The person who plans, installs, maintains, services and certifies all types and parts of a fire sprinkler system needs the Responsible Managing Employee – General (RME-G) licence — and the RME-G exam path runs through NICET, requiring the NICET Water-Based Systems Layout Level III tests plus a Texas fire sprinkler statutes and rules test.

TDI's page also describes an RME-D licence for the person who plans, installs, maintains, services and certifies parts of a one- or two-family dwelling fire sprinkler system.

What the TDI licence page we read does not list is a separate licence tier for rank-and-file fitters.

We read that one page, not the statute behind it — so take that as what we saw, not as a rule that fitters need no licence.

Ask the SFMO what an individual fitter needs before you plan around it.

Colorado: the fitter registers with the state.

Colorado's Division of Fire Prevention and Control requires sprinkler fitters who install fire sprinkler systems to register with the state, and a registered fitter may only work under the employ of a registered Fire Suppression Systems Contractor — or be self-employed and registered as a Fire Suppression Systems Contractor.

Registration takes a passing score on an approved exam — CSA, the State Fitter Exam, or the UA STAR Fire Sprinkler Fitter Mastery taken on or after February 20, 2023 — plus evidence of 8,000 hours of practical experience within the last 5 years, or completion of an apprenticeship program.

Keeping the registration current takes 2.4 CEUs (24 hours) a year.

The fees: $75 for a new registration and $50 to renew before July 30 ($75 after), in a registration year that runs July 1 to June 30.

New Mexico: a sprinkler class of journeyman.

New Mexico's journeyman classes include JS — Journeyman Sprinkler — alongside the plumber, pipe fitter and natural gas fitter classes, with welder and medical gas as add-ons.

The JS certificate is issued by PSI exam.

The 2023 candidate bulletin's references list NFPA 13 (the 2007 edition), 13R, 13D, 14, 15, 20 and 25 — those are older editions, so do not assume the exam tracks the current NFPA 13; check the current bulletin.

The state's licensing rules were also headed for amendment after an April 2026 hearing, which is one more reason to confirm against the current rules before you test.

Rhode Island and Massachusetts: sprinkler fitting as a licensed mechanical trade.

Rhode Island's Department of Labor and Training has a mechanical board responsible for licensing and regulating masters, journeypersons and apprentices in the pipefitting, air conditioning/refrigeration, sprinkler fitting and sheet metal trades.

A journeyperson sprinkler fitter there needs a completed 8,000-hour registered apprenticeship, and the business layer is licensed too: no one may contract, advertise or employ others in sprinkler work without a DLT master licence, and the master's licence number must appear on advertisements, contracts, bids and permits.

In Massachusetts, sprinkler fitters fall under the Bureau of Pipefitters, Refrigeration Technicians and Sprinkler Fitters, which sits within the Office of Public Safety and Inspections (OPSI) in the Division of Occupational Licensure.

The contractor layer.

Two of the confirmed states write their sprinkler rules at the contractor level.

In North Carolina, a licence is required before engaging in the business of plumbing, heating or fire sprinkler contracting, through the State Board of Examiners of Plumbing, Heating, and Fire Sprinkler Contractors.

Its sprinkler licences are specific: Fire Sprinkler Installation Contractor and Inspection Contractor require NICET Level III (no technical exam — business and law only), while the Residential Fire Sprinkler Installation Contractor licence requires two years holding the board's plumbing contractor licence plus a 16-hour board-approved course.

Nevada's contractors board splits its C-1 classification into subclassifications that include C-1b — fire sprinklers — alongside boilers, plumbing, sheet metal and industrial piping.

That is the confirmed list: seven states and three shapes of rule.

It is not a complete national map — our research confirmed these rules and did not confirm the rest, and where licensing is local the rules can sit at the city or county level instead.

Rules change between editions — New Mexico's sprinkler rules were already headed for amendment in 2026. Confirm the current requirements with the issuing agency — the state fire marshal or licensing board, or the city or county where licensing is local — before you apply, test or register.

NICET levels for sprinkler fitters: inspection and layout

NICET — the National Institute for Certification in Engineering Technologies — runs two certification ladders for water-based fire protection work: one for inspection and testing, one for layout and design.

The two layers meet where a state writes a NICET level into its licence rules, as Texas and North Carolina do above.

Inspection and testing: ITWBS, three levels.

NICET's Inspection and Testing of Water-Based Systems (ITWBS) certification has three levels.

Level I is for technicians who perform limited job tasks under direct supervision.

Level II is for technicians who perform routine inspection and testing tasks under limited supervision.

Level III is for technicians who can work independently on complex work and are qualified to train and supervise others.

NICET updated the ITWBS Level I and II exams as of June 2, 2025, and the updated Level III exam is available as of December 1, 2025.

Two NFPA standards sit underneath the trade's work.

NFPA 13 is the standard for the design and installation of automatic fire sprinkler systems — current edition 2025 — while NFPA 25 covers the inspection, testing and maintenance of water-based fire protection systems, current edition 2026.

Which edition a jurisdiction enforces varies, so check the locally adopted edition rather than assuming the latest.

Layout: four levels.

NICET's Water-Based Systems Layout certification — for the technicians who design and lay out sprinkler systems — runs four levels, from Level I trainees and entry-level technicians who perform limited job tasks under frequent supervision up to Level IV senior technicians whose work includes complex or specialized systems and the supervision of others.

Where the confirmed state rules name a NICET level, Texas's RME-G licence requires the NICET Water-Based Systems Layout Level III tests, and North Carolina's Fire Sprinkler Installation Contractor and Inspection Contractor licences require NICET Level III.

The UA STAR sprinkler fitter exam

UA STAR enters the sprinkler picture through Colorado: the state's approved-exam list for sprinkler fitter registration names the UA STAR Fire Sprinkler Fitter Mastery exam, accepted when taken on or after February 20, 2023.

It sits on that list alongside CSA and the State Fitter Exam, and whichever of the three exams you take, Colorado's experience requirement is the same: 8,000 hours within the last 5 years, or a completed apprenticeship.

What we cannot give you is a description of the UA STAR program itself.

The uastar.org site refused connections when our researchers tried to read it, so the exam list, structure and administration behind the UA STAR name were not verified in our research — and we would treat any secondhand description of the exam with the same caution.

If you are considering the UA STAR route into Colorado registration, get the current exam details from UA STAR directly and confirm with Colorado's Division of Fire Prevention and Control that the exam still counts before you book.

Which level applies to you — if either — is set by your state agency and your employer, so confirm with both.

Fees for the other states' sprinkler licences and certificates were not confirmed by our research — ask the issuing agency, whether that is a state fire marshal, a licensing board, or your city or county, for its current fee schedule.

What is the UA STAR Fire Sprinkler Fitter Mastery exam?

It is one of three exams Colorado accepts for sprinkler fitter registration — the others are CSA and the State Fitter Exam — and Colorado counts it if it was taken on or after February 20, 2023.

The UA STAR program itself we could not verify: uastar.org refused our researchers' connection attempts, so we do not describe its exam list or structure.
