The licences our research verified attach to the piping work as much as to the steamfitter title: Minnesota licenses master and journeyworker pipefitters for high-pressure steam and process piping, Massachusetts licenses journeyman pipefitters, and Omaha licenses steamfitters by name, by exam.

New York City's Department of Buildings issues no skilled-trade licence called 'steamfitter.'

Jurisdictions that license steamfitters

Who licenses the work — and what the licence is called — changes from one jurisdiction to the next.

Our research verified the jurisdictions below; it was not a 50-state inventory, so read this as confirmed points on the map rather than the whole map.

Minnesota licenses the work statewide, by piping type.

The Department of Labor and Industry licenses master and journeyworker pipefitters for high-pressure piping — steam and process piping — and unlicensed helpers may assist only if they are registered with DLI or in an approved apprenticeship and working under a licensed pipefitter.

The mechanical licences that include process piping were found in Michigan, Virginia, Oklahoma and New Mexico.

Those classifications cover process piping but not plumbing, and they sit inside each state's mechanical licence scheme rather than a pipefitter-titled licence.

New Mexico's MM-4 (heating, cooling and process piping) covers hydronic, steam, chilled water and process piping, boilers and chillers, and the MM-98 Mechanical classification combines MM-1 through MM-4 with the MS-3, MS-6, MS-12 and MS-14 classifications.

New Mexico also reaches the worker side: its plumbing journeyman classes include a pipe fitter class (JPF) alongside plumber (JP), natural gas fitter (JG) and sprinkler (JS), with welder (JW) and medical gas (JMG) as add-ons.

Both sets of rules were headed for amendment when we researched — a hearing on them was held in April 2026 — so confirm the current class list before relying on it.

Omaha writes "steamfitter" on the licence; Minneapolis licenses the steam & hot water trade by card.

Omaha, Nebraska licenses master and journeyman steamfitters, each by exam.

Minneapolis requires masters and journeymen in the fuel gas fitting, refrigeration, warm air/ventilation and steam & hot water trades to hold a city Certificate of Competency card in order to perform work in the city.

And where the licence says pipefitter.

Rhode Island expects journeyperson pipefitters to complete a 10,000-hour registered apprenticeship, and no one may contract, advertise or employ others in pipefitting there without a master licence from the Department of Labor and Training — the licence number must appear on ads, contracts, bids and permits.

Rules change — confirm with the issuing board

Massachusetts's pathway changes on November 9, 2026, and New Mexico's classes were in an amendment process when we researched. Requirements, exams and fees are set — and amended — by the issuing agency, or by the city or county where licensing is local. Confirm current requirements with the board or department that issues the licence before you apply.

NYC and Massachusetts: two licensing examples

New York City is the search that ends without a licence.

The Department of Buildings issues skilled-trade licences in a named list — Electrician, Elevator Agency Director & Inspector, High Pressure Boiler Operating Engineer, Hoisting Machine Operator, Master Plumber & Master Fire Suppression Piping Contractor, Oil Burner Equipment Installer, Rigger, Sign Hanger, Site Safety Professional and Welder — and there is no DOB licence called "steamfitter" on it, any more than there is a general "HVAC" licence.

So a "master steamfitter license" is not an application a New York City candidate can file; the list above is what the department issues.

The list's piping- and boiler-related names are Master Fire Suppression Piping Contractor and High Pressure Boiler Operating Engineer, with oil burner equipment installation licensed separately — adjacent subjects, none titled steamfitter.

The trade's organized presence in the city runs through the union hall: the Enterprise Association of Steamfitters, UA Local 638, is the NYC steamfitters' union.

Massachusetts, by contrast, licenses the trades across boards — there is no single "HVAC licence" to hold.

Refrigeration is licensed by the Bureau of Pipefitters, Refrigeration Technicians and Sprinkler Fitters, within the Office of Public Safety and Inspections (OPSI) in the Division of Occupational Licensure; sheet metal and ductwork by the Board of Examiners of Sheet Metal Workers; gas piping by the Board of State Examiners of Plumbers and Gas Fitters.

The journeyman pipefitter licence spells its path out in hours.

It takes 6,000 hours worked in Massachusetts as a duly licensed OPSI pipefitter apprentice under a Massachusetts master pipefitter, plus 450 hours of approved instruction — or equivalent out-of-state experience the Bureau approves — and then an OPSI exam.

The application fee is $75, non-refundable.

The pathway is also changing: effective November 9, 2026, Massachusetts journeyman pipefitter and refrigeration technician applicants must complete a Bureau-approved 450-hour course and at least 6,000 clock hours as a licensed apprentice — a standardized pathway adopted November 8, 2024 in 528 CMR 11, with a hardship waiver for the old route.

How to qualify for a steamfitter licence

Read the examples together and the qualification pattern is training records plus exams.

What changes is who counts what:

  • Massachusetts counts licensed apprentice hours — 6,000 of them, logged under a master pipefitter — alongside 450 hours of approved instruction, then examines. From November 9, 2026, the standardized 450-hour-course pathway applies to journeyman pipefitter and refrigeration technician applicants.
  • Minnesota gates the helper rung: to assist unlicensed on high-pressure piping, you must be registered with DLI or in an approved apprenticeship, working under a licensed pipefitter. The licensed rungs above that are journeyworker and master.
  • Omaha examines: the master and journeyman steamfitter licences each require an exam.
  • Minneapolis sets an experience floor: applicants for the Certificate of Competency card need at least four years of work experience.
  • Rhode Island requires a 10,000-hour registered apprenticeship for the journeyperson pipefitter rung, and a master licence to contract.

Outside the licences named above, the credential the verified rules run on is the apprenticeship itself: Minnesota's helper rule accepts registration with DLI or approved-apprenticeship status, not a card from an industry body, and Massachusetts counts licensed apprentice hours toward its journeyman licence.

The credential tied to licence rules in our verified examples is the apprenticeship itself: Minnesota lets an unlicensed helper assist on high-pressure piping only when registered with the state or in an approved apprenticeship.

What license does a steamfitter need in Massachusetts?

Massachusetts has no single HVAC licence — piping and refrigeration occupations are licensed by the Bureau of Pipefitters, Refrigeration Technicians and Sprinkler Fitters within OPSI.

The journeyman pipefitter licence requires 6,000 hours as a licensed apprentice under a master pipefitter plus 450 hours of approved instruction, then an exam, with a $75 non-refundable application fee.

From November 9, 2026, a standardized pathway — a Bureau-approved 450-hour course and 6,000 clock hours as a licensed apprentice — takes effect.

Do steamfitters and pipefitters need the same license?

Where the work is licensed, the licence title may be pipefitter rather than steamfitter: Minnesota's licence for high-pressure steam and process piping is the master and journeyworker pipefitter licence, Massachusetts licenses journeyman pipefitters, and our cross-state review found process piping in mechanical licences in Michigan, Virginia, Oklahoma and New Mexico.

Omaha is the counterexample — master and journeyman steamfitter licences, each by exam.
