Licensed plumbers reach your crew from two directions.
Some channels produce them from scratch โ registered apprenticeship programs, trade schools and military-transition pipelines train people who are not licensed yet.
Others surface plumbers who already hold the licence: job boards, referrals, the supply-house counter and direct approaches to journeymen working for someone else.
A recruiting plan usually needs both, because only the first group adds people to the trade โ and only the second group adds one to your calendar this quarter.
The apprenticeship layer is the best-documented.
Associated Builders and Contractors (ABC), the merit-shop contractors' association, says tens of thousands of apprentices and craft students are educated through its national network of 67 chapters, in more than 20 construction crafts, with more than 450 registered programs.
PHCC state chapters run registered apprenticeship programs as well.
Both are structures you can hire out of or enroll a new employee into, and both exist to feed contractors like you.
On the public side, the Bureau of Labor Statistics tells aspiring apprentices to contact the state employment service, the state apprenticeship agency, local contractors, or local union-management apprenticeship committees โ and to search apprenticeship.gov.
Work that routing from the employer side: the programs those offices register in your state are the ones whose graduates become the journeymen your competitors are fighting over.
Trade schools and community-college mechanical programs are the smaller producing channel.
A relationship with the program's instructor or placement office puts you first in line when the strong students finish โ ask each program how its graduates typically complete their licensing path, and where its recent classes landed.
The surfacing channels reach plumbers who already work.
The supply-house counter is the classic one: the staff at the wholesale house see whose crews buy material every morning and which licensed hands are buying for side jobs.
Your own crew's referrals are free to try โ tell your techs exactly which licence tier you need and ask again at the next huddle.
Two military-transition channels are documented in the pipe trades.
DoD SkillBridge lets an employer become a training provider and host service members during their last 180 days of service; approval runs through DoD's industry-partner process, so check skillbridge.osd.mil for the current application steps.
The UA's Veterans in Piping (VIP) program is itself a SkillBridge program โ 118 days (720 hours) of accelerated training, with courses in fire suppression, pipe fitting/welding and HVAC-R.
And Helmets to Hardhats, a 501(c)(3) joint labor-management nonprofit, connects service members, veterans and Guard and Reserve members with construction-trades training and careers; it says it has helped close to 50,000 military personnel make that move since 2003, its own figure.
How do you work with UA locals and PHCC chapters?
The United Association is the pipe trades' union, and it is the deepest pool in plumbing: the UA represents approximately 409,000 plumbers, pipefitters, sprinkler fitters, HVACR service technicians, welders and pipeliners across North America โ the count includes Canada.
Its apprenticeships are registered with the U.S. Department of Labor, typically last five years, and cover plumbing, pipefitting, HVACR, welding and fire protection.
For a contractor, the working relationship runs through the local's joint apprenticeship and training committee โ the JATC the local and its signatory contractors jointly operate.
Call the training coordinator and ask two questions: which apprentice classes are approaching completion, and what it takes for your company to take apprentices onto your crews.
Do not expect the training center to dispatch you journeymen, though โ assignment of workers to signatory contractors is hiring-hall mechanics, a separate arrangement with its own rules.
If your shop is merit-shop (non-union), the chapter routes are the practical ones.
PHCC โ the Plumbing-Heating-Cooling Contractors Association โ runs registered apprenticeship programs through its state chapters, delivers apprenticeship content through an online learning academy, and its Educational Foundation is an EPA-approved Section 608 certifying program.
ABC is the other merit-shop network, with its 67 chapters and more than 450 registered programs.
The practical first move is the same for all three: call and ask which registered programs operate in your county, when their classes graduate, and whether they run a job board or hiring event for completers.
The programs know exactly who is about to finish training.
They rarely know you are hiring until you pick up the phone.
How do you find journeymen and masters, not just helpers?
An apprentice is in training.
A journeyman or master holds a licence tier that a state board โ or a city or county, where licensing is local โ defines and issues.
What each tier permits is set by the board that issued it; never infer the scope of someone's licence from the title alone.
That distinction decides your search: a posting written for helpers will not reach a licensed journeyman, because the channels differ as much as the people do.
The quiet channels reach licensed journeymen: referrals from techs who trained alongside them, the wholesale counter at the supply house, and the completers lists from the apprenticeship programs above.
Ask each program for names of people who finished within the last year and start there.
When a candidate claims a tier, verify it before you price the offer.
Verified official licence-lookup tools exist on board sites in states including Texas, Florida, Georgia, New York, Ohio, Oregon and Washington.
Three states have no statewide HVAC or plumbing lookup because licensing is local โ Kansas, Missouri and Wyoming โ and Illinois has none for HVAC; there, check with the city or county (Kansas City, St. Louis County, Casper and Chicago are the examples our research cites).
Direct approaches to a competitor's journeyman are fair game, but the paperwork follows state law.
The FTC's 2024 non-compete rule never took effect and has been removed from the Code of Federal Regulations; whether a given non-compete is enforceable is a state-law question.
Before you build an offer around someone walking away from one, have an employment attorney read the agreement against your state's law.
Master-level plumbers need one extra check: their licence often does more than let them turn wrenches.

Which job boards work for plumbing hiring?
Job boards are the highest-volume channel and the noisiest.
General boards return plenty of replies to a plumbing posting, most of them from people who have never held a pipe wrench professionally; trade-specific boards and association job boards return fewer replies from people already in the trade.
As a rule for plumbers: apprentice and helper roles do fine on the general boards, and a licensed journeyman search earns more from the trade-specific side and from every non-board channel above.
The posting matters more than the board.
Name the licence tier in the title โ "licensed journeyman plumber", not "plumber" โ and say whether the work is residential service or commercial new construction.
Describe the shape of the pay plan โ hourly, flat rate or commission โ and include the range you are prepared to discuss.
A journeyman scanning listings reads a posting that hides the tier and the work as a helper job and scrolls past it.
Before you spend on any board, look at the demand side: browse the plumber jobs on a trade-only board to see how a posting reads to a candidate.

Treat any vendor chart that names an industry-average cost per hire for the trades as marketing until you can read the study behind it.
What the channels cost differs more in kind than in amount.
Chapter and association routes carry membership and program fees set locally โ ask the chapter for its current schedule.
Registered apprenticeship costs coordination rather than a line item: program standards, classroom time and office paperwork you absorb across the apprenticeship's span, which for the UA is typically five years.
Job boards charge per posting or by subscription, and a referral costs whatever bonus you decide to pay โ a number only your books can set.
The only cost-per-hire figure worth managing is your own.
Track what each channel costs you โ fees paid, bonus paid, hours your office spent โ divide by the hires who accepted an offer, and compare channels across a year rather than a single opening.
That number moves with your market and your licence requirements.
A published average cannot know either.
