General City Law Article 4, titled Plumbing and Drainage, provides for examining boards of plumbers in cities, and it defines an employing or master plumber as a person with a regular place of business who performs plumbing work personally or through journeymen plumbers in their employ.

In practice, the license you hold comes from the city or county where you work, such as the New York City Department of Buildings or Westchester County.

What are the New York plumbing license levels, and what can each legally do?

New York's levels are local.

In New York City, the Department of Buildings runs a three-step ladder: the Journeyman Plumber registration, which documents five years of supervised plumbing experience or a NYS registered training program plus 1 year of NYC experience; the Gas Work Qualification, which qualifies a worker to do gas piping; and the Licensed Master Plumber license.

State law's definition has the master plumber performing plumbing work personally or through journeymen in their employ.

In NYC the master license is also the business credential: the licensee must be an officer, partner or sole proprietor of a business with a New York City place of business.

A separate NYC license, the Master Fire Suppression Piping Contractor (Class A, B or C), covers fire suppression piping and expressly excludes plumbing, domestic water and gas piping.

Outside the city, the county system our research verified is Westchester's: plumbers working in the county must hold a county trade license obtained by examination.

What does each level require: hours, training, exam and fees?

The New York City journeyman registration takes either 5 years of full-time plumbing experience under the direct and continuing supervision of a licensed master plumber, with at least 1 of those years in New York City, or completion of a New York State registered training program plus 1 year of NYC experience.

The registration fee is $50, and experience cannot be swapped between tracks: plumbing experience cannot be used for the Journeyman Fire Suppression registration, and vice versa.

The master license requires age 18 or older and, on the standard route, 7 years of total experience within the 10 years before applying, under a licensed master plumber in the U.S. and including at least 2 years as a registered journeyman plumber.

Alternative routes trade education for time: a mechanical engineering bachelor's degree plus 5 years within the last 7 (2 in NYC), or a New York licensed registered architect or professional engineer plus 3 years within the last 5 (1 in NYC).

The license itself costs $200 with a $50 seal fee.

Westchester County licenses by examination; its experience thresholds were not covered by our research, so ask the county's licensing office.

Who gives the New York plumbing exam, and what is on it?

New York City's exams are the Department of Buildings' own; the sources we read name no outside testing vendor for them.

The master plumber written exam costs $585, is multiple choice on the NYC Construction Codes, rules and regulations, and is closed-book, with a passing score of 70%.

The practical exam costs $530 and must be passed within 24 months of the written-exam notification.

DOB's fee schedule puts the written exam (form LIC41) at $585 and the practical (LIC42) at $530 across the master plumber and related licenses, including the Gas Work Qualification written exam.

Master plumber applications are filed through DOB NOW: Licensing, mandatory since February 23, 2026, and include a background investigation; applicants have 1 year from the practical-exam notification to submit.

Westchester County also runs an examination route: the county's first step is to apply to take the licensing examination.

How do you renew, and how many CE hours does New York require?

The NYC master plumber license runs on a 3-year term.

Renewal costs $150 plus a $75 seal fee ($225 total), and the Department of Buildings requires two things with the renewal: an original 7-hour continuing education course certificate of completion and a physical examination form (LIC62) completed within 90 days.

Renewing late costs $50 if you are 1 to 30 days late and $100 if you are 31 days to 1 year late.

Our research did not capture a renewal cycle or continuing education for the NYC journeyman registration, so confirm with DOB before yours lapses.

Westchester County maintains a Plumbing Board and lists plumbing continuing-education course providers, but the county's CE hour count was not established in our research.

Does New York accept plumbing licenses from other states?

Our research found no reciprocity agreement attached to the New York City master plumber license; that is an absence in the sources we read rather than a published rule, so ask the Department of Buildings directly if you hold an out-of-state license.

There is also no statewide license for another state's credential to transfer into, since licensing sits with cities and counties.

What the rules do contemplate is experience: the master license's standard route counts 7 years under a licensed master plumber in the U.S., including at least 2 as a registered journeyman plumber.

How DOB credits time earned under another state's license is a question to put to the agency before you apply.

New York City DOB licenses check through the department's Check License Status service, which you reach from nyc.gov/buildings.

Westchester County keeps its own Trade Licenses Search for the licenses it issues.

In Westchester County, plumbers and electricians must obtain a trade license from the county, which licenses them county-wide through its Department of Consumer Protection.

State law's framework of examining boards of plumbers covers cities generally, but our research did not verify licenses in Nassau County, Suffolk County, Buffalo or Rochester, so contact the city, county or town where the work will be done before you take a plumbing job there.

In New York City, yes.

Gas piping counts as plumbing work there: it falls under the Licensed Master Plumber license, and workers doing gas work need a DOB Gas Work Qualification.
