Two registrations are in play.

The apprenticeship itself is registered with the state: NYS DOL registers each apprentice agreement, and registered apprentices must be 18, or 16–17 with parental approval.

A plumbing license is a different matter: New York has no statewide plumber license, and plumbing licenses are issued locally, with state law providing for examining boards of plumbers in cities; General City Law defines an employing or master plumber as a person with a regular place of business who performs plumbing work personally or through journeymen plumbers in his employ.

In New York City, Journeyman Plumber registration requires 5 years of full-time experience under a licensed master plumber (at least 1 year in NYC), but completing a NYS registered training program plus 1 year of NYC experience is an accepted alternative, and enrolment in a NYS DOL-approved plumbing apprenticeship is one route to a Limited Gas Work Qualification after 6 months under an LMP.

Above that, the NYC Master Plumber license requires, on the standard route, 7 years of experience within the 10 years before applying under a licensed master plumber in the U.S., including at least 2 years as a registered journeyman plumber.

Which unions run plumbing apprenticeships in New York?

Three locals are confirmed by name.

UA Plumbers Local 1 is the plumbers' union for New York City, based in Long Island City.

The Enterprise Association of Steamfitters Local 638 (UA) is the NYC steamfitters' union, the steamfitting side of the UA.

And UA Local 13 (Plumbers and Pipefitters) in Rochester serves Western Central New York and the Finger Lakes region and runs an apprenticeship program.

Nationally, the UA says its apprenticeships are registered with DOL and typically last five years, covering plumbing, pipefitting, HVACR, welding and fire protection.

For Buffalo and other upstate cities, our research verified no program, and Buffalo's local licensing is also unverified in our sources, so start with NYS DOL and the city.

Are there merit-shop or employer programs in New York?

Our research confirmed none by name: no PHCC chapter, ABC chapter or individual employer program in New York appears in the sources we read.

Nationally, PHCC offers apprenticeship content through its online learning academy, and ABC describes itself as founded on the merit shop philosophy, but which chapters run registered plumbing programs is decided chapter by chapter and was not verified for New York.

If an employer offers you training, the test is registration: a program only becomes a registered apprenticeship when NYS DOL approves it, so ask the agency whether a program is registered before you sign on.

Schools and related-instruction providers

Registered apprenticeship combines on-the-job learning with related technical instruction; federally, DOL recommends a minimum of 144 hours of related technical instruction per year, but that is a recommendation, not a federal requirement.
