Plumbing apprenticeships in Louisiana run on two registrations: the Louisiana Workforce Commission (LWC), the state apprenticeship agency, approves and oversees your program, and the State Plumbing Board of Louisiana (SPBLA) requires every unlicensed person doing plumbing or gas fitting to register as an apprentice, work for a master company and train under a journeyman or master.
UA Local 60 (New Orleans area) runs apprenticeship training, ABC's Pelican Chapter offers craft training (no plumbing apprenticeship confirmed), and an LWC-approved program cuts the hours SPBLA counts toward its plumber licenses.

At a glance
Louisiana is a State Apprenticeship Agency (SAA) state: registered apprenticeship is overseen by the Louisiana Workforce Commission, not the federal Office of Apprenticeship.
Yes β and it is separate from your program: SPBLA requires every unlicensed person doing plumbing or gas fitting to register as an apprentice, work for a master company and train under a journeyman or master; it costs $20 and renews every year by December 31.
UA Plumbers and Steamfitters Local 60 (New Orleans area, since 1891) runs apprenticeship training for plumbers and pipefitters at its own training facility β the one Louisiana local our research confirmed.
ABC's Pelican Chapter (Baton Rouge) provides craft training for members; whether it runs a registered plumbing apprenticeship is not established in our research β ask the chapter.
Indentured apprentices in LWC-approved programs: 3,000 hours of supervised plumbing work toward the Residential Plumber exam and 7,000 toward Journeyman, against 4,000 and 8,000 for unindentured registered apprentices.
Apply to a sponsor β the confirmed one is UA Local 60, and the LWC can say which programs are registered β then register with SPBLA as an apprentice, the registration the board requires of anyone doing plumbing work.
The registration SPBLA requires of every unlicensed person doing plumbing or gas fitting: you work for a master company and do all work under the direct, on-the-job supervision of a journeyman or master.
It costs $20 and renews every year by December 31.
The repair license: Residential Plumbers repair existing plumbing in one- and two-family dwellings under a master, after 3,000 hours (indentured apprentice in an LWC-approved program) or 4,000 hours (unindentured) of plumbing work under a licensed master.
The full journeyman license: 7,000 hours (indentured apprentice) or 8,000 hours (unindentured) of plumbing work under the direct supervision of a licensed journeyman or master.
The top of the ladder: a current Louisiana Journeyman Plumber license (or a licensed professional engineer's credential) is required to sit the Master Plumber exam.
Louisiana is a State Apprenticeship Agency (SAA) state: registered apprenticeship there is overseen by a state agency, the Louisiana Workforce Commission (LWC), rather than the federal Office of Apprenticeship, and SPBLA's own licenses page confirms it β apprenticeship programs are regulated by the LWC.
Federally, a program becomes a registered apprenticeship when it is registered either by the Department of Labor's Office of Apprenticeship or by a recognized State Apprenticeship Agency acting for DOL; in Louisiana, that registering body is the LWC.
The training providers our research confirmed by name are UA Plumbers and Steamfitters Local 60 in the New Orleans area and ABC's Pelican Chapter in Baton Rouge, each covered below.
No other apprenticeship program, college or employer is named in our sources.
Two registrations are in play.
The apprenticeship side: LWC-approved programs are what earn indentured status and the lower hour totals.
The license side: SPBLA licenses plumbers statewide and requires apprentice registration whether or not you are in an LWC-approved program β every unlicensed person doing plumbing or gas fitting must first register as an apprentice, be in the employ of a master company and perform all work under the direct, on-the-job supervision of a journeyman or master.
The same rule covers apprentice gas fitters, and gas fitting has its own license track at SPBLA.
The registration costs $20 by check or money order, renews every year by December 31, and apprentices need no continuing education.
In return, indentured status in an LWC-approved program cuts the hours you need at the license end (the totals are in the schools and related-instruction section below).
At completion you earn a certificate from the registration agency β here the LWC β and that certificate is not a plumbing license.
βApprentice Plumbers and Apprentice Gas Fitters must be in an approved training program with the Louisiana Workforce Commission and shall register with the State Plumbing Board of Louisiana.β
The one Louisiana union program our research confirmed by name is UA Plumbers and Steamfitters Local Union 60, part of the Greater New Orleans area plumbing and pipefitting industry since 1891.
The local runs apprenticeship training for plumbers and pipefitters at its own training facility, and its site describes the arrangement as "Earn as You Learn as an Apprentice" with "Free training at our training facility."
Nationally, the United Association says its apprenticeships are registered with the Department of Labor, typically last five years and cover plumbing, pipefitting, HVACR, welding and fire protection β though each program's registered standards set the actual term, and our research did not read Local 60's standards.
No other Louisiana UA local's program is confirmed in our research, so for Baton Rouge, Shreveport or anywhere else in the state, ask the UA or the LWC which programs are registered.
βSince 1891, the Plumbers and Steamfitters Local Union 60 has been instrumental in the plumbing and pipefitting industry of the Greater New Orleans area.β
ABC's Pelican Chapter in Baton Rouge is the Louisiana chapter of Associated Builders and Contractors and provides craft training for its members.
The chapter page we read does not list a specific plumbing apprenticeship program, so this page cannot name one β ask the chapter directly whether it runs a Louisiana plumbing program and whether that program is registered with the LWC.
Nationally, ABC describes itself as founded on the merit shop philosophy, and the Plumbing-Heating-Cooling Contractors Association offers apprenticeship content through an online learning academy; whether any Louisiana PHCC chapter runs a registered plumbing program was not part of our research.
If an employer offers to train you, the test is registration: ask the LWC whether the program is registered before you sign on.
Louisiana's registered programs pair on-the-job learning with related technical instruction, and the LWC is the body whose approved training programs SPBLA's apprentice rules reference.
Federally, a program's term may be time-based (at least 2,000 hours of on-the-job learning), competency-based, or a hybrid of both, and DOL recommends β but does not require β a minimum of 144 hours of related technical instruction for each year of apprenticeship.
Our research did not name the Louisiana colleges or training centers that deliver the classroom hours for plumbing apprenticeships, so confirm the classroom side with your sponsor and the LWC.
What Louisiana does fix is how program status changes the license-side hours: indentured apprentices in LWC-approved programs need 3,000 hours of supervised plumbing work for the Residential Plumber exam and 7,000 for Journeyman, against 4,000 and 8,000 for unindentured registered apprentices.
Start by finding a program: contact UA Local 60 if you are in the New Orleans area, ask ABC's Pelican Chapter about craft training, and ask the LWC which plumbing programs are currently registered and by which body.
Expect each program to set its own entry rules and application steps β our research did not capture any Louisiana program's intake windows or entrance requirements, so ask before you apply.
Federal standards give the shape once you are in: a registered apprentice must be at least 16 unless a higher minimum age is set by law, there is no federal maximum age, and 29 CFR part 30 prohibits discrimination against apprentices and applicants aged 40 or older.
Registered programs pay a progressively increasing schedule of wages tied to skill, and a probationary period cannot exceed 25 percent of the program length or 1 year, whichever is shorter, and counts toward completion.
Then register with SPBLA β $20, renewed every December 31 β the registration Louisiana requires of every unlicensed person doing plumbing or gas fitting.
This page summarizes the Louisiana board pages, statutes, rules and other sources listed below, as read for this state-by-state plumbing apprenticeships series, current as of September 2026.
It is not a substitute for the instructions the State Plumbing Board of Louisiana (SPBLA), with the Louisiana Workforce Commission (LWC) as the state apprenticeship agency publishes.

Not a license β a registration.
The State Plumbing Board of Louisiana requires every unlicensed person doing plumbing or gas fitting to register as an apprentice, work for a master company and do all work under the direct supervision of a journeyman or master.
The registration costs $20, renews every year by December 31 and requires no continuing education.
Apprentices in LWC-approved programs register with the board too.
The United Association describes its registered apprenticeships as typically five years, but each program's registered standards set the actual term, and our research did not read Local 60's standards.
The license-side totals are fixed by SPBLA: 7,000 hours of supervised plumbing work for the Journeyman exam as an indentured apprentice in an LWC-approved program, or 8,000 hours as an unindentured registered apprentice.
No. Completing a registered apprenticeship earns a completion certificate issued by the registration agency β in Louisiana, the Louisiana Workforce Commission β and that certificate is not a plumbing license.
You still sit SPBLA's Journeyman Plumber exam once your hours are met, and indentured status in an LWC-approved program lowers the required total from 8,000 hours to 7,000.
The state side is $20: SPBLA's apprentice registration fee, paid by check or money order, renewed annually by December 31.
UA Local 60's site advertises free training at its own training facility.
For any other program, our research did not capture tuition or fees β ask the program what it charges before you apply.
SPBLA says it reciprocates journeyman plumber and natural gas licenses only with Arkansas and Texas, and that it does not reciprocate master licenses.
For other states, SPBLA says a license obtained with at least 8,000 hours can qualify you to sit the Louisiana journeyman exam.
These are license-side rules this page does not detail, so confirm your situation with the board before assuming you must apprentice.
