What does a service plumber do for your company, and what level do you need?

A service plumber is the hire that turns a truck into recurring revenue: a plumber who spends the day in occupied homes and light commercial buildings, diagnosing failures, quoting the fix on the spot and completing work that holds.

BLS's description of the trade reads like your ticket line — installing and repairing water, gas and other piping systems, plus the fixtures and appliances attached to them, from bathtubs and toilets to dishwashers and water heaters.

What you will still train is everything shop-specific: your pricing, your truck stock, your software and your standard of job documentation.

Pick the level deliberately.

An apprentice or helper is a training bet — paid to learn, working under supervision until a licence or your own sign-off says otherwise.

A licensed journey-level plumber is the standard service hire: billable on their own from week one.

A master — in the states that have one — is the qualifier tier: the hire that can anchor your company's contracting authority, which makes it a licensing decision as much as a staffing one.

The pool is deep, but BLS counts it without role labels.

Its wage-and-salary count was 465,840 plumbers, pipefitters and steamfitters nationally in May 2025; add the self-employed and BLS's outlook counts 510,600 jobs in 2025 — 65% of them at plumbing, heating and air-conditioning contractors, 8% self-employed.

There is no federal count of "service plumbers" — the trade is one occupation code — but the shape of the job you are staffing is on the record: most plumbers work full time, including nights and weekends, and are often on call for emergencies.

What licence or certification must a service plumber hold?

There is no national service-plumber licence, and no single licensing shape either — states handle plumber licensing in several different ways, and your job posting has to match the one your state or city actually runs:

  • 24 states issue a statewide licence with the classic apprentice → journeyman → master ladder.
  • 5 states — Connecticut, Idaho, Indiana, Oklahoma and South Dakota — top the journeyman rung with an individual contractor licence instead of a master licence.
  • 4 states — Alaska, New Mexico, Oregon and Washington — issue journeyman-level licences with no state master licence above them.
  • 4 states — Delaware, Illinois, New Jersey and North Carolina — have no journeyman rung in state licensing at all: Illinois licenses "plumbers" above registered apprentices, Delaware licenses masters only, New Jersey licenses masters by exam while its journeymen are registered, and North Carolina issues technician and contractor classes.
  • 7 states — Florida, Kansas, Missouri, Nebraska, Nevada, New York and Wyoming — have no state plumber licence; cities, counties or an industry board issue the credentials. Florida is the clearest example: counties and municipalities issue plumbing journeyman licences under s. 489.1455, Florida Statutes, and those local cards are portable between Florida localities.
  • Ohio licenses plumbing contractors — businesses — only, with no individual worker licence to look up.

For your posting, that map means one thing: do not ask for a credential your state does not issue.

Where the hire will run solo calls, require the licence your state — or city or county — requires for unsupervised plumbing work; in most states that is a journey-level licence.

What the holder may do unsupervised, and what stays with a master or the company, is set by the issuing board, so confirm the scope with your board before you build a schedule around solo calls.

And do not treat a licence title from one state as the same credential in the next, or assume every state licenses plumbers the same way.

Your verification routine is short, and worth running every time: ask for the licence number and the issuing state, look it up in the issuing board's public licence lookup — the city's or county's lookup where licensing is local — and match the tier to the work you need done.

Where the licence exam itself has a hands-on part — Texas, Kentucky, Louisiana, Michigan, Montana's diagram-based practical, New Mexico and Utah all run practical components, as do New York City's and Omaha's local exams — the card is evidence of bench skill, not just test-taking.

Before you post the job or extend an offer, confirm the current tier your state or city requires, the exam steps and any registration duties with your state plumbing board — or with the city or county that issues licences where licensing is local.

Where do you find service plumber candidates?

Plumbers are grown by apprenticeship programs, so that is where to look.

Associated Builders and Contractors runs 67 chapters with more than 450 registered craft-training programs, and PHCC state chapters operate registered programs too — channels to hire program completers from, or to enroll the helpers you already have and graduate your own licensed techs.

On the union side, BLS points apprenticeship seekers to state employment services, state apprenticeship agencies, local contractors, union-management apprenticeship committees and apprenticeship.gov — the joint committees run the JATC programs graduating plumbers in your market.

One channel few shops use: the Defense Department's SkillBridge program lets an employer become a training provider and host service members in their last 180 days of service.

Two candidate shapes fit a service truck.

The first is the plumber already running service calls — for a competitor or a facility department — who needs no trade ramp, only your systems; you win that hire with the pay plan and the truck.

The second is the construction-side plumber who wants steadier, customer-facing work: the repair skills transfer, the customer conversation has to be built, and pairing them with your best tech for the first stretch is how you build it.

Referrals from your crew will be the fastest channel you have, but an all-referral pipeline has a legal edge: recruiting mainly by word of mouth through a mostly one-group workforce can itself be discriminatory if almost all hires come from that group.

Mix channels, and keep the ads themselves clean — job ads may not signal a preference for or against applicants by race, sex, age 40+, disability or the other protected classes.

How much should you pay a service plumber, and on what pay plan?

Start with the honest caveat: BLS publishes no service-plumber wage.

Its single plumbing occupation — Plumbers, Pipefitters, and Steamfitters (SOC 47-2152) — covers the trade at every level and the pipe trades alongside it, with no service-versus-construction split and no journeyman-versus-master split.

Every federal figure below is a whole-SOC benchmark, not a service-truck rate.

Within that SOC, the median wage was $63,800 a year ($30.67 an hour) in May 2025, and the middle half earned between $50,190 (25th percentile) and $85,110 (75th percentile).

Know what those numbers measure.

OEWS excludes overtime pay, shift differentials and non-production bonuses such as sign-on bonuses while including commissions and production bonuses — the parts of a pay plan a busy service truck actually leans on.

So a commission-heavy tech can earn past the printed band, and BLS does not publish by how much.

There is no BLS starting-pay statistic either: the closest proxies are the trade's 10th and 25th percentiles and the plumbing-helper median of $20.36 an hour (SOC 47-3015) — the grow-your-own math, if you would rather train a helper than buy a licensed tech outright.

And you are hiring in a trade BLS projects to grow 6.8% from 2025 to 2035, with about 42,000 openings a year on average — growth BLS calls much faster than average.

One rule does not change with the label: a flat-rate (per-job) tech is still owed FLSA overtime, computed on total job pay divided by hours actually worked, plus half-time for each hour over 40.

No government source publishes a standard flat-rate or commission split, so treat any percentage you hear as shop-specific — and write your numbers into the offer letter.

How do you screen and interview a service plumber?

Write the job description before you advertise.

Under the ADA, a written description prepared before advertising or interviewing is evidence of which functions are essential — and for a service hire that list doubles as your screening rubric: solo diagnosis on the customer's premises, quoting and collecting on the spot, on-call participation, the licence tier you require.

The interview rules cut both ways.

Pre-offer, you may ask about licences, certifications, skills and work history, and you may ask candidates to describe or demonstrate how they would do a task.

You may state physical demands — lift a set weight, work in crawl spaces — and ask whether the candidate can meet them.

You may not ask about past job injuries or workers' compensation history before an offer.

The demonstration that matters for this role is narrating a recent service call end to end: arrival and complaint, the diagnosis, how they priced it, how they told the customer, the repair, the test-out, and whether it held.

A working service plumber narrates the customer conversation as easily as the repair — that conversation is where the margin on a service truck lives, and a candidate who can only talk parts is a construction hire, not a service one.

Then verify the licence rather than the story: the number, the issuing state, the board's public lookup, a tier that matches the work — the licence section above lists what the shapes look like state by state.

What are the red flags when hiring a service plumber?

Every one of these is checkable in an afternoon, which is the point — a verifiable red flag is a decision, not a vibe.

  • The licence number does not clear the lookup. An unrecognized number, a name that does not match, an inactive or expired status, or a tier that does not fit the claimed history ends the interview.
  • A credential their state does not issue. Delaware, Illinois, New Jersey and North Carolina have no journeyman rung in state licensing at all, and New Jersey licenses only masters — its journeymen are registered, not licensed. A candidate who calls any of those a journeyman licence has misstated what they hold. One lookup at the board that supposedly issued it settles it.
  • Cannot narrate a recent call start to finish. Diagnosis, price, the customer conversation, the repair, what failed and what the callback was — a working service plumber runs through these easily; a résumé-only candidate stalls.
  • Hedging on supervision scope. A plumber working solo calls can say which tasks they may perform unsupervised in their state and what needs a master or the company above them; hedging on that is how unpermitted work lands on your company. Treat the answer as a claim to check with the issuing board, not as the rule itself.
  • Dismissive of permits and inspections. Repairs and replacements that "never got a permit" in jurisdictions that require one become your liability the day the hire pulls a permit under your company's name.
  • Pressure to be paid as a 1099 subcontractor for work that looks like employment. Under the FLSA, status turns on the economic realities of the relationship, not the label, and true independent contractors get no minimum-wage or overtime protection.

How do you onboard a service plumber in the first 90 days?

The trade is proven on this hire; your systems are not.

The first payroll rule stands either way — ride-along and training time is paid work time.

The conditions for unpaid training are narrow — outside regular hours, truly voluntary, not directly job-related, no productive work — and a new-hire ride-along fails them.

There is no industry-standard schedule, so treat this as an example shape, not a benchmark: the first stretch riding your best tech's truck to learn your pricing, parts and paperwork; then light service calls solo, with a senior plumber reviewing the tickets; then the full ticket load, including on-call.

Put the on-call rotation in writing before the first after-hours call, and expect the commitment to be real — BLS's own description of the trade has most plumbers working full time, including nights and weekends, often on call for emergencies.

In week one, also ask your board — or your city or county, where licensing is local — whether it requires any registration or notification when a licensed plumber joins your company, rather than discovering that duty after the first ticket.

If you pay a senior plumber to bring the new hire along, mind the overtime math: a mentor bonus or per-trainee stipend promised in advance is a non-discretionary bonus, and it belongs in the mentor's overtime regular rate.

And if you run tech levels, write down the criteria for each step — pay differences tied to documented seniority, merit or production are defensible under the Equal Pay Act; undocumented ones are how equal-pay claims start.

By the end of the first quarter, hold the same three artefacts for every service hire: a licence verification on file, solo tickets at the promised level, and a documented level review.

How do you keep a service plumber once hired?

The strongest lever specific to this role is the next rung.

Fund the journeyman-to-master step — exam fees, study time, practice days — and you give the tech a career while building your own qualifier pipeline; in a group of states the individual master licence is what lets a plumbing business contract at all, so the master you keep is the licence your company runs on.

In Connecticut, Idaho, Indiana, Oklahoma and South Dakota the equivalent move is the individual contractor licence, which tops the ladder there instead of a master tier.

Budget the pay reviews from a real number: BLS's Employment Cost Index shows private-industry wages and salaries for construction and extraction occupations rose 3.9% in the 12 months ended June 2026, and for installation, maintenance and repair occupations 3.7%.

Label it what it is — wage-cost growth for the occupation groups, not a promised individual raise — and use it to keep service rates from drifting under market between reviews.

Is a service plumber the same as a construction plumber?

No — and the difference drives the hire.

A service plumber repairs and replaces plumbing in existing, occupied buildings and owns the customer conversation; a construction plumber roughs in the piping of buildings that have not opened.

BLS counts both in one occupation code with no separate wage or outlook for the service side, so the federal data cannot price the difference for you — the pay plan and the screen have to.
